Voter Registration Information for Alaska


New Identification Requirements

Federal law now requires individuals who initially register to vote by mail to include information that will verify their identity. If you have not previously registered to vote in Alaska and you are submitting your registration application by mail, we request that you provide a copy of ONE of the following:

•Driver's License
•State Identification Card
•Birth Certificate
•Passport
•Current and valid photo identification
•Hunting and Fishing License

In addition, please provide:

  1. Your birth date
  2. Your social security number or at least the last 4 digits of your social security number
  3. If we cannot verify your identity when you register to vote, you will be required to provide certain identification when voting in the next state conducted election.

VOTER REGISTRATION DEADLINE

Must register to vote 30 days before the election.
Can select party affiliation at the polls.

QUALIFICATIONS

To register to vote in the state of Alaska, an individual must meet the following qualifications:
• Be a Citizen of the United States
• Be at Least 18 years old or will be within 90 days of completing this application
• Be a resident of Alaska
• If you have been convicted of a felony, you may still be eligible to register to vote if you have been unconditionally discharged. Provide a copy of your discharge papers with this registration application.

OBTAINING A VOTER REGISTRATION FORM

Can register to vote in person or obtain a mail-in application from:
• All Division of Motor Vehicle offices
• City or Borough Clerk Offices (see list of County Election Offices)
• Voter registrar in your community
• Agencies serving disabled persons
• Health and Social Services offices
• Community and Economic Development offices
• Recruitment offices of the armed forces of the United States located in Alaska
• Division of Elections Office

Who Can Absentee Vote in Alaska?

Any registered voter may opt to vote by absentee ballot. Voters may absentee vote in person, by mail, by fax, or by personal representative.

How Can I Acquire an Absentee Ballot?

In Person:
Voters may apply and vote in person as early as 15 days before an election and no later than Election Day. Ballots for all 40 districts are available at all regional elections offices.

Ballots for all 40 districts are available at the following airports on Tuesday (Election Day only) from 7 a.m. to 8 p.m.:

• Anchorage Ted Stevens International Airport (Domestic Terminal, car rental area)
• Fairbanks International Airport (1st floor, by the escalator)
• Juneau International Airport
• Ketchikan International Airport
• Kodiak Airport
• Sitka Airport

By Mail:

You may use the Absentee By Mail Ballot Application to:

  • Request an absentee by mail ballot. If you are already registered to vote, your application must be received 10 days prior to election day.

  • Initially register to vote in the State of Alaska and simultaneously request an absentee by mail ballot. Your application to request a by mail ballot and simultaneously register to vote must be received or postmarked 30 days prior to election day.

  • Update your residence and/or mailing address, perform a name change or change party affiliation and simultaneously request an absentee by mail ballot. Your application to request a by mail ballot and to update your registration with your new information must be received or postmarked 30 days prior to Election Day in order for your changes to be in effect for an election. However, your application must be received 10 days prior to Election Day in which to receive a ballot.

  • Absentee ballot applications can be requested and turned in anytime during a calendar year, up to seven days before each election for any state elections during that year. Voters can request a ballot for a specific election or for all elections in the year.

    To receive an absentee ballot by mail, a voter must first send an application so that the voter registration can be verified. Voters should contact any Division of Elections office to request an application:

    Applications must be received by the regional election office seven days before an election. Ballots are mailed approximately two weeks before an election, up to one week before an election.


    By Fax:

    By using this method to return your voted ballot, the voter needs to be aware that they are voluntarily waiving a portion of their right to a secret ballot.

    The voter must apply separately for each election for which they wish to vote absentee. The application period begins 15 days before a Primary, General or Statewide Special election and ends at 5 p.m., the day before the election.

    The fax application will not be accepted until 15 days before the election. Voters should fill, print, sign and fax the form to the Division of Elections. After approval, a ballot will be faxed to the voter.


    By Personal Representative:
    A qualified voter who is physically disabled or unable to go to the polls due to age may apply for an absentee ballot through a personal representative who can bring the ballot to the voter. A personal representative can be anyone over 18, except a candidate for office in the election, the voter's employer, an agent of the voter's employer, or an officer or agent of the voter's union.

    Ballots are available 15 days before the Primary, General or Statewide Special Election at any Regional Elections Office (offices are listed under "Absentee Voting by Mail"). Ballots are also available on Election Day from the voter's polling place, unless there is an Absentee Official in the area.

    The Personal Representative brings the completed application to an Election Official for a ballot and takes the ballot to the voter. The voter completes a certificate authorizing the Personal Representative to carry the ballot, votes the ballot privately, places it in a secrecy sleeve and seals it inside the envelope provided. The personal representative brings the voted ballot back to the Election Official by 8 p.m. on Election Day

    How do I Return the Absentee Ballot and What is the Deadline?

    The voter's signature on the envelope must be witnessed. If the voter wishes to return the ballot by mail, it must be mailed no later than Election Day.

    Those who wish to absentee vote in person must do so no later than Election Day. Note: the clerk will not issue an absentee ballot sooner than 10 days before the election.

    If the ballot is to be faxed, it must be voted, witnessed and received by the appropriate fax in the Director's Office by 8 p.m. on Election Day.

    If the voter is voting absentee by personal representative, the representative must bring the voted ballot back to the Election Official no later than 8 p.m. on Election Day.
