j) This program, started by AB 540 in 2001, has grown from about $63 million to $150 million today and includes waivers for foreign students, legal and illegal. The in-state subsidy is over $15,000 per student per year at the UC level and about $8,000 per student per year at the Cal State level. Almost all of these foreign students are adults and are thus responsible for following US immigration law.
