j) This program, started by AB 540 in 2001, has grown from about $63 million to $150 million today and includes waivers for foreign students, legal and illegal. The in-state subsidy is over $15,000 per student per year at the UC level and about $8,000 per student per year at the Cal State level. Almost all of these foreign students are adults and are thus responsible for following US immigration law. Scarce taxpayer funds for higher education should not be invested in adults who may be deported. |

The Brazilian soy bean crop increases have led to increased destruction of the rain forest there. |
