Abortion Issues
| Indicate which principles you support (if any) regarding abortion. | | | a) Abortions should always be illegal. | | | b) Abortions should always be legal. | | | c) Abortions should be legal only within the first trimester of pregnancy. | | X | d) Abortions should be legal when the pregnancy resulted from incest or rape. | | X | e) Abortions should be legal when the life of the woman is endangered. | | | f) Abortions should be subject to a mandatory waiting period. | | | g) Require clinics to give parental notification before performing abortions on minors. | | | h) Other or expanded principles | | Am fundamentally opposed to abortions, but in some cases they may be medically necessary or otherwise appropriate. It is improper for legislators or the state to determine when they are or are not appropriate and the state should not (or only minimally) interfere in such ethical, personal and medical decisions. Much can and should be done to reduce the rate of unwanted pregnancies. | Budget and Tax Issues
(Back to top)
| State Budget: Indicate what state funding levels (#1-6) you support for the following general categories. Select one level per category, you can use a number more than once. | | Slightly Increase | a) Education (Higher) | | Greatly Increase | b) Education (K-12) | | Slightly Increase | c) Emergency preparedness | | Greatly Increase | d) Environment | | Slightly Increase | e) Health care | | Slightly Increase | f) Law enforcement | | Maintain Status | g) Transportation and highway infrastructure | | Maintain Status | h) Welfare | | | i) Other or expanded categories | | We have underfunded emergency, particularly fire, preparedness. We must get our National Guard back. They are not meant for long term overseas use. Some short term incentives may be needed on the energy / environmental front which will more than be recouped in increased revenues from improved efficiencies and greater economic activity. Likewise, Health care may require some temporary increase in expenditures as it transitions to a far more efficient and economical universal coverage system. Our justice and correctional systems have both been underfunded, our sentencing systems need review and management. | | State Taxes: Indicate what state tax levels (#1-6) you support for the following general categories. Select one level per category, you can use a number more than once. | | Maintain Status | a) Alcohol taxes | | Slightly Increase | b) Cigarette taxes | | Slightly Increase | c) Corporate taxes | | Maintain Status | d) Gasoline taxes | | Maintain Status | e) Income taxes (incomes below $75,000) | | Maintain Status | f) Income taxes (incomes above $75,000) | | Maintain Status | g) Property taxes | | Maintain Status | h) Sales taxes | | Maintain Status | i) Vehicle taxes | | | j) Other or expanded categories | | I will endeavor to ferret out waste, excess and inappropriate expenses throughout state government and therefore not require significantly increased taxes for the many crisis presently facing this state. Adjustments may be appropriate in many of the above listed categories that may not involve a change in basic rates or total revenue but that will simplify and improve compliance and make more equitable. | | No | 1) Should state sales taxes be extended to Internet sales? | | Undecided | 2) Should accounts such as a "rainy day" fund be used to balance the state budget? | | No | 3) Should fee increases be used to balance the state budget? | | No | 4) Should California increase the tax exemption on luxury items (yachts, airplanes, and motor-homes) purchased and stored outside of the state from 90 days to 1 year? | | | 5) Other or expanded principles | Campaign Finance and Government Reform Issues
(Back to top)
| Indicate which principles you support (if any) regarding campaign finance and government reform. | | Yes | a) Do you support the current limit of terms for California governors? | | Yes | b) Do you support the current limit of terms for California state senators and assemblymembers? | | c) Do you support limiting the following types of contributions to state legislative candidates? | | Yes | 1) Individual | | Yes | 2) PAC | | No | 3) Corporate | | Yes | 4) Political Parties | | Yes | d) Do you support requiring full and timely disclosure of campaign finance information? | | Yes | e) Do you support imposing spending limits on state-level political campaigns? | | No | f) Should California participate in the federal REAL ID program? | | Yes | g) Do you support giving the redistricting authority of the state legislature to a California citizen council? | | No | h) Do you support the California state government using eminent domain to seize private property for the purpose of private development? | | i) Other or expanded principles | | I support public campaign financing for many offices. Where in place, it has resulted in a reduction in government expenditures, increased citizen involvement and satisfaction, and other "good government" benefits. With that some easing of term limits could be considered. Without, limitations on campaign contributions and expenditures are needed and in need of refinement. I said yes to allowing 'PAC" contributions but that is only for certain types of citizen PACs and with strict limits. | Crime Issues
(Back to top)
| Indicate which principles you support (if any) regarding crime. | | X | a) Increase state funds for construction of state prisons and hiring of additional prison staff. | | X | b) Support the death penalty in California. | | X | c) Support programs to provide prison inmates with vocational and job-related skills and job-placement assistance when released. | | X | d) Implement penalties other than incarceration for certain non-violent offenders. | | | e) Minors accused of a violent crime should be prosecuted as adults. | | | f) Support state and local law enforcement officials enforcing federal immigration laws. | | X | g) Support hate crime legislation. | | | h) Other or expanded principles | | Personally I am opposed to the death penalty but will support current law and the will of the majority of California Voters. I believe we may have adequate state prison facilities if certain subsets of the present inmate population are transitioned to more appropriate and cost-effective facilities. I support the reasoning behind hate crime legislation in that these may be particularly egregious for many reasons and the potential for recidivism is high. However, am also concerned that punishments for some repugnant and/or more politically disfavored crimes can become unreasonably and unjustly harsh in relation to all other crimes and sentences. | Education Issues
(Back to top)
| Indicate which principles you support (if any) regarding education. | | X | a) Support state funding of universal pre-K programs. | | | b) Support federal education standards and testing requirements for K-12 students (No Child Left Behind). | | X | c) Support state education standards and testing requirements for K-12 students. | | X | d) Support requiring public schools to administer high school exit exams. | | | e) Allow parents to use vouchers to send their children to any public school. | | | f) Allow parents to use vouchers to send their children to any private or religious school. | | X | g) Provide state funding to increase teacher salaries. | | X | h) Support using a merit pay system for teachers. | | X | i) Provide state funding for tax incentives and financial aid to help make college more affordable. | | | j) Support allowing illegal immigrant high school graduates of California to pay in-state tuition at public universities. | | | k) Other or expanded principles | Employment Issues
(Back to top)
| Indicate which principles you support (if any) regarding employment. | | X | a) Increase funding for state job-training programs that re-train displaced workers and teach skills needed in todays job market. | | X | b) Reduce state government regulations on the private sector. | | X | c) Provide low interest loans and tax credits for starting, expanding, or relocating businesses. | | X | d) Provide tax credits for businesses that provide child care for children in low-income working families. | | X | e) Increase state funds to provide child care for children in low-income working families. | | X | f) Increase the state minimum wage. | | | g) Support laws that prevent employers from dismissing employees at will. | | X | h) Support financial punishments for those who knowingly employ illegal immigrants. | | | i) Support increased work requirements for able-bodied welfare recipients. | | X | j) Increase funding for employment and job training programs for welfare recipients. | | | k) Other or expanded principles | | Need to improve job market/options before we can increase work requirements for welfare recipients. At present there are just enough jobs in many areas and increased transportation costs make practical commute ranges for low end jobs much shorter. | Environment and Energy Issues
(Back to top)
| Indicate which principles you support (if any) regarding the environment and energy. | | X | a) Promote increased use of alternative fuel technology. | | | b) Support increased production of traditional domestic energy sources (e.g. coal, natural gas, oil, etc). | | | c) Support providing financial incentives to farms that produce biofuel crops. | | | d) Use state funds to clean up former industrial and commercial sites that are contaminated, unused, or abandoned. | | X | e) Support funding for improvements to California's power generating and transmission facilities. | | X | f) Support funding for open space preservation. | | X | g) Limit carbon dioxide and other greenhouse gases linked to global warming. | | X | h) Enact environmental regulations even if they are stricter than federal law. | | | i) Other or expanded principles | | Can support b (increase domestic carbon based fuel production) and c (biofuel incentives) in some cases but not as a wide blanket policies. Similarly, the state may have to fund the cleanup of some contaminated sites but only after all other sources of funds are exhausted. | Gun Issues
(Back to top)
| Indicate which principles you support (if any) regarding guns. | | Yes | a) Should background checks be required on gun sales between private citizens at gun shows? | | Undecided | b) Should citizens be allowed to carry concealed guns? | | No | c) Should a license be required for gun possession? | | No | d) Do you support current levels of enforcement of existing state restrictions on the purchase and possession of guns? | | Yes | e) Do you support current state restrictions on the purchase and possession of guns? | | | f) Other or expanded principles | | Concealed guns should require special permits as is present law. On item C, no all gun ownership should require licensing, but perhaps all handguns. On item D, I expect some increased enforcement would be helpful in removing illegal weapons. Question is poorly stated in that a no response could imply wanting either more or less enforcement. | Health Issues
(Back to top)
| Indicate which principles you support (if any) regarding health. | | X | a) Ensure that citizens have access to basic health care through managed care, insurance reforms, or state-funded care where necessary. | | | b) Guaranteed medical care to all citizens is not a responsibility of state government. | | X | c) Limit the amount of damages that can be awarded in medical malpractice lawsuits. | | X | d) Allow patients to sue their HMOs. | | X | e) Require hospitals and labs to release reports on infections that are a risk to public health, while not compromising patient confidentiality. | | | f) Legalize physician assisted suicide in California. | | X | g) Support allowing doctors to prescribe marijuana to their patients for medicinal purposes. | | | h) Other or expanded principles | | Am in favor of a practical single payer healthcare system that still provides incentives for excellence and development of new drugs, procedures and cures. The current system is not working and is a real burden on our economy, individuals and businesses. | Social Issues
(Back to top)
| Indicate which principles you support (if any) regarding social issues. | | Yes | a) Should California continue to recognize domestic partnerships between same-sex couples? | | Yes | b) Should same-sex couples be allowed to marry? | | Yes | c) Should California provide state-level spousal rights to same-sex couples? | | Yes | d) Do you support a moment of silence in public schools? | | Undecided | e) Do you support voluntary prayer in public schools? | | Yes | f) Do you support sexual education programs that include information on abstinence, contraceptives, and HIV/STD prevention methods? | | No | g) Do you support abstinence-only sexual education programs? | | Yes | h) Should the state government consider race and gender in state government contracting and hiring decisions? | | Yes | i) Do you support affirmative action in public college admissions? | | Yes | j) Should California continue affirmative action programs? | | Yes | k) Do you support state funding of stem cell research? | | Yes | l) Do you support state funding of embryonic stem cell research? | | No | m) Do you support allowing pharmacists who conscientiously object to emergency contraception to refuse to dispense it? | | n) Other or expanded principles | I foresee transitioning affirmative action programs from race based to economic dis-advantage based over time and hope for continuing elimination of the gender gap in more areas of our society.
If federal funding for stem cell research hadn't been blocked then the state wouldnot have had to step in with special programs to try to keep the state and nation from falling too far behind in the key technologies of the 21st century (renewable energy and bio-tech.).
State funding for such research would only be as a part of overall funding of our state colleges and universities. | | Legislative Priorities | | Please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding. | 1. More effective legislative branch - more common sense and compromise.
2. Energy and environment - incentives and leadership toward a renewable energy future. Possibly some small short term increased fees on carbon based energy but will pay for itself in efficiency and economic growth.
3. Education. More a matter of policy than funding but some readjustment of spending priorities may be needed.
4. Health care for all. Too much waste in current system. May need some transitional funding but overall savings for the economy will cover costs of universal coverage. |
