Project Vote Smart's Synopsis: Vote to adopt a conference report that prohibits any individual from knowingly performing the procedure known as intact dilation and extraction, in which a fetus/unborn child is partially delivered before it is aborted.
Official Title of Legislation: S 3: A bill to prohibit the procedure commonly known as partial-birth abortion.
Highlights: -Permits the procedure if the life of the woman were in danger
