Project Vote Smart's Synopsis:

Vote to pass a bill that creates a nursing advisory board to advise the governor and legislature, develop a research agenda, and suggest policy initiatives. The bill creates the Clara Burton expert nursing corps made up of high-achieving nurses to mentor new nurses, creates nursing scholarships and college loan repayment programs, gives matching funds to hospitals that fund nurse education programs. It also creates the Clara Burton nursing Excellence Trust Fund, to fund programs such as refresher courses and retraining nurses. Establishes ideal nurse-patient ratios and patient limits to be reevaluated by 2012, and every three years thereafter; it further accounts for the patientsÂ’ level of needed nurse-care to be calculated when establishing those limits.
