Highlights:

- Defines SustiNet as a self-insured health care plan and outlines the standard benefits package for group health insurance (Sec. 1).

- Establishes a SustiNet Health Partnership board of directors responsible for developing the procedures and guidelines, and for the implementation of the SustiNet Plan (Sec. 2, 3).

- Permits the board of directors to develop recommendations that offer SustiNet Plan benefits to a range of people, including: nonstate public employers; nonprofit organizations and small business employees; beneficiaries of HUSKY Plan Part A and Part B, Medicaid, and state-administered programs; and people without employer-sponsored insurance (Sec. 9).

- Directs the board of directors to develop recommendations for identifying those uninsured in the state, and to develop public education and outreach campaigns informing and encouraging state residents to apply for the SustiNet Plan (Sec. 13, 14).

- Establishes a task force to study the state's health care workforce and to develop a plan to prevent and correct shortages of necessary medical personnel (Sec. 18).
