Vote to adopt an amendment that permits the Chairman of the Senate Budget Committee to increase spending levels on certain energy-related programs, including the development of natural gas off the coast of Virginia and the development of oil shale resources on public lands.

NOTE: THIS IS AN AMENDMENT TO A NON-BINDING CONCURRENT BUDGET RESOLUTION THAT SETS THE FUNDING LEVEL FOR DISCRETIONARY SPENDING. IT IS NOT SIGNED BY THE PRESIDENT AND THEREFORE DOES NOT HOLD THE WEIGHT OF LAW, BUT IS USED AS A GUIDE FOR CONGRESS AS IT PASSES THE ANNUAL APPROPRIATION AND OTHER BILLS.

Official Title of Legislation:

S 4207 to S Con Res 70: To establish a deficit-neutral reserve fund to improve energy efficiency and production.

Highlights:

- Allows the Chairman of the Senate Budget Committee to revise spending levels on certain energy-related programs in a manner to encourage the replacement of conventional wood stoves, the use of smart electricity meters in homes and businesses, the capture and storage of carbon dioxide emission from coal projects, the development of natural gas resources beneath the outer Continental Shelf off the coast of Virginia, and the development of oil shale resources on public land, so long as the spending level changes do not increase the federal deficit over both the five year and the ten year time spans starting with 2008.
