Project Vote Smart's Synopsis: Vote to adopt an amendment that states that the Foreign Intelligence Surveillance Act is the exclusive means by which surveillance can be conducted on domestic wire, oral, or electronic communications.
NOTE: THIS IS AN AMENDMENT TO A SUBSTITUTE AMENDMENT. A SUBSTITUTE AMENDMENT REPLACES THE ENTIRE TEXT OF A PIECE OF LEGISLATION WITH A NEW TEXT.
NOTE: THIS LEGISLATION NEEDED A THREE-FIFTHS MAJORITY VOTE TO PASS.
Official Title of Legislation: S Amdt 3910 to S Amdt 3911 to S 2248: To provide a statement of the exclusive means by which electronic surveillance and interception of certain communications may be conducted.
