Striking Telecommunications Companies' Civil Immunity for Surveillance

Project Vote Smart's Synopsis: Vote to adopt an amendment that strikes Title II from the bill, in effect striking the civil immunity provisions for telecommunications providers and other electronic communications providers that have provided electronic surveillance.
NOTE: THIS IS AN AMENDMENT TO A SUBSTITUTE AMENDMENT. A SUBSTITUTE AMENDMENT REPLACES THE ENTIRE TEXT OF A PIECE OF LEGISLATION WITH A NEW TEXT.
NOTE: THIS LEGISLATION NEEDED A THREE-FIFTHS MAJORITY VOTE TO PASS.
