Project Vote Smart's Synopsis: Vote to invoke cloture on an amendment that would reapply the habeas corpus requirement to persons being detained by the United States.
NOTE: THIS IS AN AMENDMENT TO A SUBSTITUTE AMENDMENT. A SUBSTITUTE AMENDMENT REPLACES THE ENTIRE TEXT OF A PIECE OF LEGISLATION WITH A NEW TEXT.
