Clean Energy Achievement Criteria

Project Vote Smart's Synopsis: Vote to table an amendment that establishes clean energy requirements for electric utilities.

Official Title of Legislation: S Amdt. 1538 to S Amdt 1537 to S Amdt 1502 to HR 6: To provide for the establishment of a Federal clean portfolio standard.
Highlights: -Increases the required percentage of clean energy that electric utilities sell from [sec. 801 (a)]:
- 3.75 percent to 5 percent for 2010 through 2012
- 7.5 percent to 10 percent for 2013 through 2016
- 11.25 percent to 15 percent for 2017 through 2019
- 15 percent to 20 percent for 2020 through 2030.
-Issues clean energy credits to electric utilities that make state alternative compliance payments, which can be used against the required annual percentage of clean energy [sec. 801(a)].
-Authorizes the Secretary of Energy to waive the compliance requirements for an electric utility if it is determined that the utility is unable to comply [sec. 801(a)].
-Adds nuclear power, fuel cells, and low-emission carbon technology to the types of energy considered to be "clean" sources [sec. 801(a)].
