Stem Cell Research and Human Cloning

Project Vote Smart's Synopsis: Vote to pass a bill that allows stem cell research but prohibits human cloning.
Official Title of Legislation: An act concerning health.
Official Synopsis: As introduced, creates the Illinois Stem Cell Initiative of 2007.
Highlights: - Permits researching into the use of human embryonic stem cells, human embryonic germ cells, human adult stem cells from any source and somatic cell nuclear transplantation and allows such research to receive public funds (sec. 5).
- Establishes the Illinois Regenerative Medicine Institute Oversight Committee to award funding to research projects. It will be composed of seven members from professional medical organizations, voluntary health organizations and for-profit biomedical and biotechnology industries (sec. 20).
- Requires a committee member with a conflict of interest, such as a member of their family or a friend financially benefiting from a decision, to recuse themselves from a decision (sec. 25).
- Prohibits cloning or attempting to clone a human being and makes it a class 1 felony to violate this provision (sec. 40).
- Prohibits the sale or purchase of embryonic of fetal tissue for research purposes (sec. 45).
